The CEEPUS Program, focused on multilateral regional co-operation within networks of universities, aims to build up a Central European university network, consisting of numerous sub-networks, each comprising at least three institutions of higher education (two of which must be from different CEEPUS member states).
On 9 March 2003, the CEEPUS II Agreement was signed in Zagreb by (in alphabetical order): Albania, Austria, Bosnia and Herzegovina, Bulgaria, Croatia, Czech Republic, Hungary, Macedonia/FYROM, Monte Negro, Poland, Romania, Serbia, Slovakia and Slovenia. It will remain in force until 31 August 2010.
The CEEPUS Programme provides for the exchange of scholarships designed for undergraduate students, who have completed two semesters of study, postgraduate students and university teachers. Each of the participating countries annually offers a certain number of scholarship months intended for the admission of foreign students and teachers.
Even if the home university of a student who would wish to apply for a CEEPUS scholarship is not part of a suitable network, such an applicant can register as the so called "free mover".
