TERMINATED ON 15th JULY 2016 Call for external international evaluator applicants

Prague, 13th November 2015 - The Ministry of Education, Youth and Sports announces a third call for external international evaluator applicants for the Operational Programme Research, Development and Education (OP RDE). This call is launched from 13th November 2015 till 15th July 2016.   

Position description:

Evaluating project proposals in one or more of the programme’s three priority axes:

Priority axis 1: Strengthening the capacity for high quality research

(main objectives include increasing the quality of research, cooperation with the application sphere, infrastructure, strategic management)

Priority axis 2: Development of universities and human resources for research and development

(main objectives include relevance to the labour market’s requirements, education of students with special needs)

Performing expert assessments

The general minimum requirements for an international evaluator:

- clean criminal record, full legal capacity

- user knowledge of PC work

- internet connection for online work in the information system

- analytical thinking and the ability to evaluate objectively

- at least 3 years of demonstrable active experience in a field relevant to appropriate OP RDE priority axis

- permanent residency outside the Czech Republic (regardless the nationality)

- ownership of a valid personal qualified digital signature certificate enabling you to electronically sign the documents (agreement etc.) 

The minimum specific requirements for the evaluators within the priority axes:

Priority axis 1: Strengthening the capacity for high quality research

- knowledge of Czech and/or English

- master´s degree or equivalent

Priority axis 2: The development of universities and human resources for research and development

- knowledge of Czech and/or English

- master´s degree or equivalent

The following is necessary for the successful submission of an application:

If you are interested there are some requirements for the successful registration in the evaluator’s database Operational Programme Research, Development and Education (OP RDE):

1. Please fill in your CV by the attachment CV.docx.

2. Please mention in your CV your expertise (you can choose more options) by the “Expertise and disciplines tree of the OP RDE” (below – Attachment 1 Tree OPRDE).

3. Signed CV in the PDF format (signed by digital signature) must be sent to e-mail address: evaluation@msmt.cz by 15th July 2016.

After we obtain your CV we will contact you with specific directions for registration in the monitoring system (MS2014+) as well as we will send you Handbook for evaluators and the others relevant documents.

This registration will be much easier then heretofore. You do not need the specific digital signature but any digital signature that you can obtain in your country. The digital signature is needed for the validation of your agreement etc.

Remuneration:

The hourly rate is 500 CZK. In terms of this payment system the minimum remuneration per 1 evaluated project will be about 20 000 CZK (We expect that each evaluator will spend between 38 to 80 hours evaluating a regular project, the concrete fix hourly rate depends on complexity of the call. It doesn’t matter how much time did an evaluator actually  spend on the evaluation – it is very individual – somebody might spend shorter time, somebody else little longer, but we will pay the above mentioned hours flat to each evaluator for each project evaluated.). Structured curriculum vitae – containing name, surname, title(s), highest achieved education, level of language knowledge and all work experience to date, contact information for a reference(s) and any other compulsory information according to the enclosed sample. The selection process will consist of:

- Training in the evaluation area of the given priority axes of the OP RDE

- Test of the knowledge in the area of the project proposal evaluation and the given priority axes main objectives

- Successful applicants might be asked to submit a criminal record official statement or an officially verified copy thereof.
