Outcome
The outcome of the Programme is “Increased research cooperation between Norway and the Czech Republic”.
The Programme is aimed to enhance a scientific and research cooperation between Czech and Norwegian entities and to fund a creation of a new scientific knowledge and quality outputs through bilateral research projects which implement activities in basic and applied research and experimental development.
Main condition of participation
At least one Czech participant and one Norwegian participant have to take part in each research project.
Outputs
Bilateral research projects will comprise activities aimed at supporting young researchers[1] (involvement of Ph.D. and postdoc students in the project, involvement of researchers who have returned from maternity leave, promotion of mobility not only of young researchers closely linked to the project, etc.).
Programme Operator
The Programme is operated and implemented by the Ministry of Education, Youth and Sports (MEYS).
Primary target groups
Research organizations such as public higher education institutions, public research institutions and other research entities; and small and medium-sized enterprises in compliance with the Community Framework for State Aid for Research and Development and Innovation (2006/c 323/01)[2]. Following the effectiveness of the new European rules from 1 July 2014, this section is now managed by the new Commission Regulation (EU) no. 651/2014 of 17 June 2014 and the Commission Communication (2014/C 198/01) framework for State aid for research, development and innovation.
Selected prioritized areas
The Programme will fund collaborative research projects in the following areas of research:
- Social sciences and the Humanities;
- Environment; and
- Health.
Interdisciplinary projects are also supported.
Duration
The duration of the Programme is until 31 December 2017. The projects have to be completed within the Programme’s duration by 30 April 2017.
Call publication and allocation
The Programme announced a major call on 29 November 2013 and institutional support started to be provided in October 2014. One major call was published (1st call) in 2013 with the total allocation EUR 13,088,235. The allocation was increased by EUR 2,312,904 in October 2014. Now the allocation is 15,401,139 EUR.
At least 20 % of this amount shall be allocated to the research projects under the “Social sciences and the humanities”, including research on the bilateral relations between Norway and the Czech Republic.
Total budget of a project ranges from a minimum of EUR 100,000 up to a maximum of EUR 1,000,000.
Co-financing
The highest allowed amount of support combining sources from the Programme budget – “Increased research cooperation between Norway and the Czech Republic” (80 %) and the Programme Operator budget for co-financing at project level (20 %) may be up to 100 % of eligible costs in compliance with the Community Framework for State Aid for Research and Development and Innovation (2006/c 323/01), the amended Act (2014/C 198/1) and the new Commission Regulation (EU) no. 651/2014 of 17 June 2014.
Types of research activities and support
Basic research projects may be granted support up to the amount of 100 % of eligible costs, whereas applied research projects may be granted basic aid of 50 % of eligible costs and experimental development projects may be granted basic aid of 25 % of eligible costs.
Bonuses (10%) that may be granted in applied research will be provided if a company cooperates with a research organisation. The reason for the above is the Operator’s interest in supporting cooperation among research organisations and enterprises also in the field of bilateral international cooperation in research and development. The above mentioned is managed in compliance with the Community Framework for State Aid for Research and Development and Innovation (2006/c 323/01), the amended Act (2014/C 198/1) and the Commission Regulation (EU) no. 651/2014 of 17 June 2014.
