Horizon 2020 - the EU Framework Programme for Research and Innovation after the withdrawal of the United Kingdom from the EU
Research establishments and enterprises from the United Kingdom can still participate on the EU Framework Programme for Research and Innovation Horizon 2020 even after the withdrawal of the United Kingdom from the EU. This participation is possible on the basis of EU law, or more precisely on the basis of adopted EU regulations that follow specific provisions setting association of third countries to the EU programmes. Horizon 2020 programme sets the conditions for a participation on its activities also for non EU countries in a capacity of associated „third country“ after the conditions set beforehand are met.
Status of British researchers in the Czech Republic after the withdrawal of United Kingdom from the EU.
British researchers that have been staying in the Czech Republic before brexit or those that will come to the Czech Republic during the transition period, which ends on December 31 2020, will retain their existing rights. Those two groups of researchers will have their rights guaranteed also if they decide to stay in the Czech Republic after the transition period ends. Nevertheless, these researchers are strongly recommended to apply for a certificate of temporary residence in order to avoid possible complicated administrative procedures in the future. The certificate of temporary residence is not currently a condition for a stay of the British citizens in the Czech Republic and the application for it is voluntary, however it is a document proving that its holder is a British citizen that has been residing in the Czech Republic before brexit or during transition period. If British researchers have been living in the Czech Republic for more than 5 years they can apply for permanent residence permit. If any British researchers come to stay in the Czech Republic after the transition period and will want to stay for more than 3 months, the regulations for a stay of third country nationals will apply to them.
Horizon Europe – the Framework Programme for Research and Innovation
Negotiations are currently under way on Proposal for a Regulation of the European Parliament and of the Council establishing Horizon Europe – the Framework Programme for Research and Innovation, laying down its rules for participation and dissemination; also on Proposal for a Decision of the European Parliament and of the Council on establishing the specific programme implementing Horizon Europe – the Framework Programme for Research and Innovation; and last but not least on Proposal for a Council Regulation establishing the Research and Training Programme of the European Atomic Energy Community for the period 2021-2025 complementing Horizon Europe – the Framework Programme for Research and Innovation. The issues regarding international cooperation and association of third countries to these programmes are still being discussed at the level of the Council of the EU as well as on the level of other EU institutions.
